Sheff Wed Confronts a 'Significant Problem', States New Football Authority

'We will play a key role in football's future' - independent football regulator David Kogan

Sheffield Wednesday's current difficulties constitute a "significant problem" and the new football authority is aiming to acquire authority to look into club affairs in such situations, its new chair the official has stated.

Through a comprehensive talk, the regulator, who was recently selected, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four fan organizations associated with the Championship side this week.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club missing wage payments on multiple instances, including in last month.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the great brands for English football and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have Wednesday and comparable cases brought to our attention if they warrant scrutiny and acted upon."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with potential new owners.

Failure to pay player wages on time in spring months led to sanctions by the football authorities in mid-year, blocking the team from conducting any player acquisitions for the following recruitment periods, although those limitations were removed in August.

Regulator's Perspective

The chairman stated: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for reasons that have nothing to do with the fans themselves."

Inquired if the regulator could force an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But the regulator clarified that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is start getting involved with an specific team, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the problems affecting the organization and the owner's facing," Kogan said.

"However, realistically, when you examine the past of the sport, over the recent generations there have been particular chairmen, few in number, but particular people who have shown negligence in the way which they've been managing their teams and eventually decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to lay out the remit of the authority recently and insisted it was a "progressive gathering" with a "high level of engagement" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the football community fails, the significant advances achieved might evaporate swiftly," the regulator warned.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we need to continue the progress.

"There's an enormous amount of money coming into football and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an financial organization of the top division.

"Being fully aware of the concern of undermining the Premier League as a premium product of the nation. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the Labour Party in recent years.

The official donated money to government minister the minister's leadership bid, along with that of the government leader.

"I've been completely open about my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any type of partisan engagement."
