Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The succession of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: positive announcements are delivered from different nations. Significant resources is expended on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems activated: several firings targeted at a incoming threat. This was a modern interception technology at work, presumably provided by partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: possibly the hostile projectile won't strike its target this time, preventing destruction from catastrophe and another blackout.
Ongoing Risks
Soon after, a large-caliber weapon engaged a drone close by, part of a defensive team – probably Western-made equipment. Sadly, the bullets missed the enemy aircraft – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a need that European nations are demonstrably unable to replace in the short term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, continue.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is impossible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from believing that the status quo will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a total frontline collapse until conditions improve in its benefit.
Current Realities
Realistically, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all served their function.
While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
